Dear Ambassador Prosor,
I am writing to you with an unusual humanitarian request.
Our organization, the Citizens Council for Strengthening the Foundations of Democracy (non-profit organization), has been in contact with Dmitry Bagrash and his public organization “UnKremlin.” At present, Dmitry Bagrash is being held in custody on terrorism-related charges connected to the alleged attempted arson attack against the RIA Novosti office in Berlin.
According to information available from public sources, there appears to be no direct evidence proving his guilt. At the same time, serious concerns are being raised regarding the apparent intention of Russian governmental structures to secure Dmitry Bagrash’s deportation to the Russian Federation, of which he is a citizen.
Such a deportation would undoubtedly pose a direct threat to his physical safety and possibly to his life. Dmitry Bagrash is a well-known and uncompromising opponent of the current authoritarian regime in the Kremlin, and his numerous and successful protest actions in Berlin have repeatedly resulted in direct threats against him.
I would now like to address the main purpose of our appeal.
Dmitry Bagrash arrived in Germany under the Jewish immigration quota program and currently holds a German residence permit. However, he has always stated that he wishes to obtain Israeli citizenship. We understand that such a legal possibility exists.
Our appeal is guided solely by humanitarian considerations. We respectfully ask you, Ambassador Prosor, to provide any possible assistance in facilitating the acquisition of Israeli citizenship for Dmitry Bagrash, so that he may avoid deportation to Russia and, as soon as circumstances permit, be able to relocate to Israel.
By doing so, you may help protect the life and safety of a principled individual.
We are attaching all information currently available to us regarding Dmitry Bagrash, including copies of documents and available contact information. Unfortunately, we do not possess his complete official records or documentation.
